[vc_row css=”.vc_custom_1710833500811{padding-top: 20px !important;}”][vc_column][vc_column_text]On 09 September 2021, the Government has issued Resolution No.105\/NQ-CP on supporting businesses, cooperatives, and business households in the context of the Covid-19 pandemic (\u201cResolution<\/strong>\u00a0105<\/strong>\u201d). The content of Resolution 105 has many new points, enabling enterprises to take the initiative in resuming operations, maintaining and developing business. Accordingly, the Prime Minister requested Ministries, ministerial-level agencies, agencies attached to the Government, the People\u2019s Committees of the provinces, municipalities and the relative authorities to issue specific guiding documents for the following contents:<\/em>[\/vc_column_text][vc_column_text]1. HEALTH CARE:<\/strong>
\n1.1\u00a0 \u00a0 \u00a0\u00a0<\/em>Employees\u00a0<\/span>in enterprises include: (i) enterprises in key economic zones, economic zones, high-tech zones, industrial zones, industrial clusters, agriculture, and aquaculture production-processing-business areas; (ii) enterprises in the supply chain have production orders, import and export activities, and using a lot of employees; (iii) enterprises operating in the field of goods circulation seaports; (iv) employees working at national and local vital projects; (v) employees in high-risk sectors are\u00a0added\u00a0<\/span>to the\u00a0priority group for vaccination<\/span>;<\/p>\n

1.2\u00a0 \u00a0 \u00a0 \u00a0Prepare regulations to\u00a0allow health insurance<\/span>\u00a0to\u00a0pay\u00a0<\/span>for\u00a0telemedicine activities<\/span>\u00a0with fee (completing in September);<\/p>\n

1.3\u00a0 \u00a0 \u00a0 \u00a0Issue documents guiding enterprises to be\u00a0able to<\/span>\u00a0purchase biological products, testing equipment, conduct\u00a0self-testing<\/span>, and\u00a0recognize test results<\/span>\u00a0(completing in September). Localities balance budget to support part or all of testing costs of enterprises in the area through testing facilities;<\/p>\n

1.4\u00a0 \u00a0 \u00a0 \u00a0\u00a0Research on mechanisms to facilitate and encourage enterprises to import vaccines;<\/p>\n

1.5\u00a0 \u00a0 \u00a0 \u00a0 Specific instructions on testing and necessary conditions for employees to soon participate in circulation, production and business.<\/p>\n

1.6\u00a0 \u00a0 \u00a0 \u00a0Guide the process of safe medical quarantine for localities to implement uniformly, facilitating the receipt of employees coming to or turning back from other localities. (completing in September).<\/p>\n

1.7\u00a0 \u00a0 \u00a0Localities\u00a0<\/span>actively\u00a0decide\u00a0<\/span>and\u00a0take responsibility<\/span>\u00a0for allowing enterprises to\u00a0operate\u00a0<\/span>when\u00a0meeting\u00a0<\/span>safety conditions for pandemic prevention (meeting requirements when applying the model such as \u201cOne road, two destinations\u201d, “Three on the spot”, “Three together”, etc.) on\u00a0the principles: Minimize the closure of whole factories, enterprises but must be safe to prevent pandemic.[\/vc_column_text][vc_column_text]2.\u00a0\u00a0TRAFFIC \u2013 CUSTOMS:<\/strong>
\n2.1\u00a0 \u00a0 \u00a0 \u00a0\u00a0Unifying the \u201cgreen flow\u201d of road and water transport nationwide, inter-provincially and inter-regionally for safe transportation of goods (do not stipulate\u00a0additional conditions and permits<\/span>\u00a0obstructing the circulation of goods, supplies, production materials, etc., which increases the costs of enterprises).<\/p>\n

2.2\u00a0 \u00a0 \u00a0 \u00a0\u00a0Regarding customs clearance of imported goods: Allow enterprises to\u00a0submit scanned copies<\/span>\u00a0with digital signature certification for documents that must be submitted as originals in the form of paper\/ notarized\/ certified true copies according to regulations. After that, the enterprises would make\u00a0additional submissions<\/span>\u00a0for post-inspection.[\/vc_column_text][vc_column_text]3.\u00a0\u00a0FINANCE \u2013 BANK:<\/strong>
\n3.1\u00a0 \u00a0 \u00a0 \u00a0\u00a0Supporting to\u00a0reduce electricity bills<\/span>, reduce electricity prices<\/span>\u00a0(the 5th<\/sup>\u00a0time) according to Resolution No. 97\/NQ-CP dated 28 August 2021.<\/p>\n

3.2\u00a0 \u00a0 \u00a0 \u00a0\u00a0Instantly implementing the policies on\u00a0extension and reduction<\/span>\u00a0of taxes, fees, charges and\u00a0land rent<\/span>\u00a0expense.<\/p>\n

3.3\u00a0 \u00a0 \u00a0 \u00a0\u00a0Supplementing the policies on the structure of the payment period, interest exemption, or reduction of fees and keep the debt group for customers affected by COVID-19 pandemic (completing in September); The State Bank of Vietnam encourages credit institutions to reduce costs to continue reducing the interest rates of existing loans and new loans to support production and business.<\/p>\n
