[vc_row css=”.vc_custom_1709029828039{padding-top: 20px !important;}”][vc_column][vc_column_text]On 30 September 2021, the People’s Committee of Ho Chi Minh City (\u201cHCMC<\/strong>\u201d) issued a Directive No. 18\/CT-UBND on continuing to control and adjust measures to prevent and control the spread of COVID-19 pandemic and gradually restore the City’s economy and society (\u201cDirective 18<\/strong>\u201d). Accordingly, there are notable matters under Directive 18 as follows:[\/vc_column_text][vc_column_text]1.\u00a0\u00a0CONDITIONS FOR RESIDENT TO TRAVEL<\/strong>
\n1.1\u00a0 \u00a0 \u00a0<\/strong>Residents shall use the QR code to declare their movement in\u00a0VNEID\u00a0<\/strong>mobile app, or the QR code showing vaccination history in\u00a0Y Te HCM<\/strong>\u00a0mobile app (until the\u00a0PC-COVID<\/strong>\u00a0mobile app is officially put into operation). In case of not having QR code, residents can present the documents having the following information:\u00a0(1)<\/strong>\u00a0Being a COVID-19 patient who has been recovered for less than 06 months; or\u00a0(2)<\/strong>\u00a0Being vaccinated (at least 01 dose for vaccines that requires 02 doses and after 14 days) when being required by the competent authority.<\/p>\n

1.2\u00a0 \u00a0 \u00a0Private vehicles are only allowed to travel inside the city.<\/p>\n

1.3\u00a0 \u00a0 Traveling interprovince, cities of priority objects (public servants, workers, experts, people traveling for medical examination and treatment), organizing the transport for employees back to HCMC, or urgent cases must be per the Department of Traffic and Transport\u2019s instructions.<\/p>\n

1.4\u00a0 \u00a0 Foreigners entering HCMC must declare their health conditions at the border gate and use the QR code or other equivalent documents to participate in activities in the City.[\/vc_column_text][vc_column_text]2.\u00a0\u00a0ACTIVITIES OF STATE AGENCIES, UNITS, ORGANIZATIONS AND INDIVIDUALS<\/strong>
\nPursuant to Directive 18, activities of state agencies, units, organizations, and individuals can be classified into 03 following groups (Details as to the attached Appendix 01, Appendix 02, and Appendix 03 Directive 18):<\/p>\n

2.1\u00a0 \u00a0Group 1 \u2013 Allowed activities:<\/p>\n

(a)\u00a0 \u00a0 State agencies, units, political organizations, socio-political organizations, socio-professional organizations, central state agencies, and units located in HCMC.<\/p>\n

(b)\u00a0 \u00a0 Consular offices, international organizations, and foreign economic-cultural offices are headquartered in HCMC.<\/p>\n

(c)\u00a0 \u00a0Medical examination and treatment establishments; medical service facilities; establishments trading in public and non-public pharmaceuticals, cosmetics, biological products, medical supplies and equipment.<\/p>\n

(d)\u00a0 \u00a0 \u00a0Production enterprises inside industrial zones, export processing zones, hi-tech zones in all districts and Thu Duc City as well as the Quang Trung Software City.<\/p>\n

(e)\u00a0 \u00a0 Enterprises, business households, cooperatives, cooperative groups, households engaged in agricultural, forestry, salty and fisheries production; agricultural production support services, and veterinary establishments, subjects of veterinary practice.<\/p>\n

(f)\u00a0 \u00a0 \u00a0Traffic and construction work.<\/p>\n

(g)\u00a0 \u00a0Supply of food, foodstuffs; medicine; petrol, oil; electricity; water; fuel, repair; waste collection, transportation, and treatment; services of buying, selling, repairing and maintaining vehicles, machinery, civil and industrial equipment; real estate investment and business activities; management, operation, maintenance, repair and rescue services for infrastructure systems and equipment of agencies, buildings and apartments.<\/p>\n

(h)\u00a0 \u00a0Public service; security service; toll stations for road use; construction consulting services; environmental sanitation services; environmental monitoring and treatment services; Job placement services; car wash service; utility service.<\/p>\n

(i)\u00a0 \u00a0Post and telecommunication; printing, publishing, press; e-commerce business activities, services using online delivery; enterprise in calendar business; bookstore, office equipment; book street; libraries, galleries, art exhibitions, photography; school supplies and tools; Information Technology; informatics equipment; electronics shop; eyewear store; fashion and apparel stores; Jewellery store.<\/p>\n

(j)\u00a0 \u00a0 Warehouses and facilities for stockpiling, gathering, and transiting goods, supporting services for transporting, exporting and importing goods.<\/p>\n

(k)\u00a0 \u00a0 Shopping malls, supermarkets, mini-marts; convenience stores, grocery stores, wholesale markets, and traditional markets.<\/p>\n

(l)\u00a0 \u00a0 \u00a0Activities of representative offices and branches of foreign traders in HCMC.<\/p>\n

(m)\u00a0 Credit institutions, foreign bank branches, treasury, business establishments directly related to credit activities, foreign bank branch, logistics, and supporting services for business and people (i.e., notaries, lawyers, asset auction, valuation, audit, bailiffs, commercial arbitration, commercial mediation, legal advice, and other consulting activities to support business, judicial expertise, management \u2013 liquidation of assets, registration of secured transactions, land change registration, etc.), stock; pawn service.<\/p>\n

(n)\u00a0 \u00a0Other activities must be permitted by a competent authority.[\/vc_column_text][vc_column_text]2.2\u00a0 \u00a0Group 2 \u2013 Allowed activities with conditions:<\/p>\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n

2<\/td>\nRestaurant inside the accommodation establishments, resorts, tourist attractions<\/td>\nOn-site services only for guests who stay and visit.\u00a0No<\/strong>\u00a0buffet.<\/td>\n<\/tr>\n
3<\/td>\nHairdressers and salon, sports (gym, yoga, etc.)<\/td>\nUp to 50% capacity and up to 10 people at once.<\/td>\n<\/tr>\n
4<\/td>\nActivities indoor, outdoor<\/td>\nFor indoor activities:<\/strong>\u00a0up to 10 people; or up to 60 people if at least 90% of participants have been fully vaccinated or recovered from COVID-19.<\/td>\n<\/tr>\n
For outdoor activities:<\/strong>\u00a0up to 15 people; or up to 60 people if at least 90% of participants have been fully vaccinated or recovered from COVID-19.<\/td>\n<\/tr>\n
5<\/td>\nTrade promotion activities including fairs, exhibitions, conferences, events connecting supply-demand, product consumption<\/p>\n

For indoor activities<\/strong>: up to 10 people; or up to 60 people if at least 90% participants have been fully vaccinated or recovered from COVID-19.<\/td>\n<\/tr>\n
For outdoor activities:\u00a0<\/strong>up to 15 people; or up to 90 people if at least 90% participants have been fully vaccinated or recovered from COVID-19.<\/td>\n<\/tr>\n
6<\/td>\nEducations and training<\/td>\nContinuing to organize teaching-learning indirectly, on the Internet or via televisions; gradually consolidating the conditions to combine teaching-learning indirectly with teaching-learning directly.<\/td>\n<\/tr>\n
For fully vaccinated people: the type of training may be teaching-learning directly if the safety criteria have been met.<\/td>\n<\/tr>\n
7<\/td>\nEstablishment of religion, belief, worship<\/td>\nUp to 10 people; or up to 60 people if at least 90% participants have been fully vaccinated or recovered from COVID-19.<\/td>\n<\/tr>\n
8<\/td>\nFunerals, weddings<\/td>\nFor indoor activities<\/strong>: Up to 10 people at once; or up to 60 people if at least 90% participants have been fully vaccinated or recovered from COVID-19.<\/td>\n<\/tr>\n
For outdoor activities<\/strong>: Up to 15 people at once; or up to 90 people if at least 90% participants have been fully vaccinated or recovered from COVID-19.<\/td>\n<\/tr>\n
9<\/td>\nPerformances of culture, arts, sports, competitions<\/td>\nUp to 60 people if at least 90% participants have been fully vaccinated or recovered from COVID-19.<\/td>\n<\/tr>\n
10<\/td>\nEstablishments, resorts, hotels, motels, tourist attractions<\/td>\nUp to 50% if the guests have been fully vaccinated or recovered from COVID-19 or have negative SARS-CoV-2 test results within 72 hours from the date of test results.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

[\/vc_column_text][vc_column_text]2.3\u00a0 \u00a0Group 3 \u2013 Activities continuing to suspend:<\/p>\n

(a)\u00a0 \u00a0Business and service activities: bars, beer clubs, pubs, spas, karaoke and massage parlors, beauty care services, on-site dining services, cinemas, circuses, discos, video games.<\/p>\n

(b)\u00a0 \u00a0Spontaneous markets, street vendors, lottery ticket vendors.<\/p>\n

(c)\u00a0 \u00a0Other activities, except for the cases where they are allowed to operate mentioned in Sections 2.1 and 2.2 above.<\/p>\n
